Proclamation Terminating the Emergency Proclamation Relating to the Tsunami Event off the Coast of Kamchatka Russia

PROCLAMATION TERMINATING THE EMERGENCY PROCLAMATION RELATING TO THE TSUNAMI EVENT RESULTING FROM THE EARTHQUAKE OFF THE COAST OF KAMCHATKA RUSSIA 
 


WHEREAS, as a result of an earthquake occurring off the east coast of Kamchatka Russia (52.2 North 160.0 East) at 1:25PM HST on July 29, 2025, the National Weather Service Pacific Tsunami Warning Center (NWS PTWC) issued a tsunami warning for the State of Hawaiʻi at 2:43PM HST on July 29, 2025, stating that the earthquake was estimated to be an 8.7 magnitude and had generated a tsunami that could cause damage along the coastlines of all islands in the State of Hawaiʻi and result in extensive flooding and damage even hours after the initial wave; and

WHEREAS, on July 29, 2025, pursuant to Hawaiʻi Revised Statutes (HRS) § 127A-14(b), the Charter of the County of Hawaiʻi § 13-23, Hawaiʻi County Code § 7-1-6(a), and based on the available data, I found that an emergency or disaster was occurring or that there was an imminent danger or threat of an emergency or a disaster to the County of Hawaiʻi, as those terms are defined in HRS § 127A-2, and issued the Emergency Proclamation Relating to the Tsunami Event Resulting from the Earthquake Off the Coast of Kamchatka Russia; and

WHEREAS, at 8:58AM HST on July 30, 2025, the NWS PTWC cancelled its tsunami advisories relating to the Kamchatka Russia earthquake and the County of Hawaiʻi has since completed its assessment of the existing conditions and any impacts resulting from the tsunami event; and  

NOW, THEREFORE, I, C. KIMO ALAMEDA, Mayor of the County of Hawai‘i, do hereby proclaim and declare, effective September 15, 2025, that the Emergency Proclamation Relating to the Tsunami Event Resulting from the Earthquake Off the Coast of Kamchatka Russia is terminated pursuant to HRS § 127A-14(c), (d), as I find that the dangers, threats, and/or circumstances giving rise to that emergency proclamation no longer necessitate a local state of emergency.
