Director Daniel Girvan

Appointed in December 2025 as Director of the County of Hawai‘i Department of Environmental Management, Mr. Girvan oversees the Wastewater Division (which operates county wastewater treatment plants) and the Solid Waste Division (which operates the transfer stations, the West Hawaiʻi Sanitary Landfill, recycling initiatives, and the abandoned vehicles program).

Mr. Girvan brings more than 40 years of engineering and executive leadership experience in environmental compliance, energy systems, and large-scale infrastructure projects, including oversight of wastewater treatment operations and multi-million-dollar capital construction. His background includes senior corporate environmental management, nearly three decades leading an engineering consulting firm, and a key onsite role in the refurbishment of the 1,800-megawatt Ludington Pumped Storage Facility. He holds a Bachelor of Science in Mechanical Engineering and a Master of Business Administration.


Deputy Director Craig KawaguchiCraig Kawaguchi

As Acting Deputy Director supports the Director in the management of over 200 employees within the Solid Waste/Waste Water Divisions. Oversight of 21 transfer stations, wastewater for the island of Hawaii, derelict and abandoned vehicle and recycling programs for the County.

Craig Kawaguchi has served as the County’s Recycling Coordinator since 2022 and received the award of County of Hawai‘i Supervisor of the Year in 2024. He previously served as an Executive Assistant under Mayor Billy Kenoi and a Recycling Specialist where he assisted with the start of the HI-5 recycling program on Hawai‘i Island.

Kawaguchi began his new role in December 2024.
